ALLMI Delivers First Appointed Person Training Course

ALLMI recently delivered a series of pilot courses for its new Appointed Person (AP) training programme, which will be the only one of its kind in the UK to be aimed specifically at lorry loader operations.   Further to the stringent application process (ALLMI has strict entry requirements in terms of experience and qualifications), candidates undergo an intensive training course which covers a total of 18 modules, including: legislation, roles & responsibilities, rated capacity, lift categories, assessing loads, site surveys, slinging / signalling, siting the loader and developing lifting plans. 

 
ALLMI / CPA Best Practice Guide (BPG) Launched
At the recently held Vertikal Days Show, ALLMI and CPA launched their ‘Best Practice Guide for the Safe Use of Lorry Loaders’.  Delegates of the launch seminar were given presentations from Marcus O’Connor of the Health & Safety Executive, Alan Johnson of ALLMI and Tim Watson of CPA; with the aim being to provide those present with an understanding of the document’s content and its objectives in terms of providing guidance to the industry, as well as to promote the level of support it has on a pan-industry basis
 
EN12999: 2010 Update
ALLMI recently informed its members that EN12999: 2010 has been approved by CEN and can now be considered as the harmonised Standard for the Machinery Directive 2006/42/EC.  The Association is currently waiting for confirmation of the date on which the new Standard will be entered into the EU Official Journal, at which point it should be available to purchase. 
 
More ALLMI Training Courses Approved for Driver CPC
Further to the approval of its one day experienced / refresher Lorry Loader course, ALLMI has now gained recognition from the Joint Approvals Unit for Periodic Training (JAUPT) for its two day novice programme.  In addition, the Association is in the process of registering its Slinger / Signaller course for Driver CPC.  ALLMI accredited training providers that are JAUPT approved will be able to register the training courses through their own centres. 
 
More Guidance for ALLMI Members
ALLMI recently released further guidance for its members on a number of topics.  In relation to Thorough Examination and Testing, members were given advice on how to establish whether Insurance companies carrying out this type of work can be considered competent to do so.  Members were also given guidance on the implications of BS7121 Part 4: 2010 and in particular, the importance of the role and responsibilities of the Appointed Person. 
 
Vertikal Days Review
For the fourth successive year, ALLMI’s presence at the Vertikal Days show proved to be a big success.  Exhibiting alongside a host of loader crane manufacturers, the ALLMI stand was a hive of activity, receiving an impressive number of visitors over the course of the two days.  ALLMI Executive Director, Tom Wakefield, comments “We’ve always found exhibiting at Vertikal Days to be a great way to promote the Association and this year’s show was no exception.  We experienced a very high level of activity on the ALLMI stand and because of the specialist nature of the show, every visitor we spoke to had a genuine interest in lifting operations. 
 
Operators' Forum General Meeting Review

On 17th June, ALLMI held its first General Meeting of 2010 for its Operators’ Forum division.  The meeting started with Tim Watson (CPA), Marcus O’Conner (HSE) and Alan Johnson (ALLMI) giving presentations on the ALLMI / CPA Best Practice Guide for the Safe Use of Lorry Loaders.  Alan Johnson then went on to provide updates on EN12999: 2010, Driver CPC accreditation for the ALLMI training schemes, the development of the new ALLMI Code of Practice and the recently issued guidance documents on thorough examinations, BS7121 Part 4 and the supply and use of remote controls.

 
BS7121 Part 4: 2010 Released
On 28th February, the British Standards Institution (BSI) released the new version of 'BS7121 Code of Practice for the Safe Use of Cranes: Part 4 – Lorry Loaders'.  With an increased emphasis on lift categorisation and the formalisation of lift planning, it's a document that users of lorry loaders will need to be familiar with. 
 
New Machinery Directive – Stabiliser Interlocks

This bulletin is addressed to all Importers, Installers, Repairers & Operators of Lorry Loaders within the ALLMI membership and is intended to make you aware of the consequences of a delay to the implementation of the revised Loader Crane Standard EN12999:2009.

As you may be aware, the Italian body UNI has lodged an appeal with CEN/CENELEC against the ratification of the latest revision of EN12999.

 
30% Membership Growth
With a 30% increase in membership, 2009 was an excellent year for ALLMI and 2010 appears to be following in the same vein.  With seven new members since the start of the year, and with several more applications pending, the growth rate of the Association shows no signs of slowing. 
 
Job Specific Training Guidance

ALLMI is about to launch a new guidance note on the importance of site safety, job specific and familiarisation training.  With the development of the document headed by Operators’ Forum Chairman, Steve Frazer-Brown, the guidance addresses the various aspects of this type of training that employers need to be aware of:

 
ALLMI Elections 2010

ALLMI has recently held elections for the positions on its Board of Directors. Mark Rigby of T H White retained his position as Chairman for a fifth consecutive term, with Lee Maynard of Terex Atlas and Ismo Leppanen of Cargotec also being appointed to the Board. 

 
AIPS Advises ALLMI Members to Review Contract Conditions

ALLMI’s approved supplier for insurance services, AIPS Ltd, recently advised the Association’s members to review the contract conditions under which they operate.  AIPS Account Executive, Noel Marriot, comments “now, more than ever, keeping clients ‘on side’ is vital for the survival of many businesses.  With this in mind, plant owners should review the typical contract conditions under which the majority of plant is hired out.  These conditions are designed quite rightly to protect the position of the plant owner by passing responsibility for any damage or injury caused during operation onto the hirer, which, in most cases, is of no detriment to the owner as the hirer will accept responsibility for the plant and its usage.

 
ALLMI & CPCS Form New Agreement

ALLMI recently announced that further to extensive discussions, it has formed an agreement with CPCS that sees ALLMI lorry loader cardholders made eligible to apply for red CPCS cards, providing the cardholder has passed the ConstructionSkills Health & Safety Touch Screen Test within the two years prior to application.  ALLMI cardholders using this route will then have until the end of the life of their red CPCS card to achieve the relevant S/NVQ which will qualify them for the blue CPCS card.  This agreement between ALLMI and CPCS is expected to be in place for a period of one year, during which time ALLMI and CPCS will hold further discussions in order to continue to support each other’s activities, to build upon this positive step forward and to determine the nature of a permanent agreement. 

 
Engine Management Systems Project Launch Review

On the 25th September over 60 representatives from the truck and loader crane industries came together to listen to the findings of ALLMI’s Engine Management Systems (EMS) Working Group, a Committee that was put together two years ago to investigate possible solutions to the problems surrounding the wiring and programming of EMS.  Delegates received a series of presentations from the Working Group members, with representatives of truck, loader crane and PTO manufacturers each offering a different perspective on the issues faced by their industry, and explaining the benefits they’ve gained from the documents and communication processes that have been trialled over recent months.
